How to Apply the 5 Prophetic Decrees in Isaiah 19:16-25

I.        WHY THE CHURCH NEEDS TO UNDERSTAND GOD’S END-TIME PLAN FOR EGYPT

A.        At the center of God’s End-Time purposes are three nations Israel, Egypt and Iraq (Isa. 19:24-25). Ancient Assyria is
present day Iraq including areas of Syria, Jordan and Turkey. In End-Time prophecy, there is more info on Egypt and Iraq
than any other Gentile nations.

24 In that day Israel will be one of three with Egypt and Assyria-- a blessing in the midst of the land, 25 whom the LORD
of hosts shall bless, saying, "Blessed is Egypt My people, and Assyria the work of My hands, and Israel My inheritance."
(Isa. 19:24-25)

B.        What happens in these three nations both positive and negative will affect all nations.

II.        THE CONTEXT FOR ISAIAH 19: THE ANTICHRIST’S REIGN OF TERROR IN ISRAEL

A.        Israel’s governmental leaders will make a covenant with the Antichrist (called the covenant with death and Sheol),
and will give their authority to him seven years before Jesus’ Coming (Isa. 28:14-18; Dan. 9:27; 11:45; Zech. 11:16;
Ezek. 38:11, 14; 39:26; 1 Thes. 5:3).

14 Hear the word of the LORD, you scornful men (leaders of End-Time Israel), who rule this people who are in Jerusalem,
15 Because you have said, "We have made a covenant with death, and with Sheol (hell) we are in agreement. When the
overflowing scourge (Antichrist’s reign of terror) passes through, it will not come to us, for we have made lies our refuge…
" 18 Your covenant with death will be annulled, and your agreement with Sheol will not stand (Antichrist will betray Israel);
when the overflowing scourge passes through, then you will be trampled down by it… 19 It will be a terror just to
understand the report." (Isa. 28:14-19)

B.        Daniel prophesied of the Antichrist’s military campaigns in the End-Times (Dan. 11:40-45). The Antichrist will
establish his palace and part of his headquarters in the land of Israel. A palace is a large and stately mansion used
as the official residence of a king.

40 At the time of the end the king of the South (Egypt) shall attack him (Antichrist); and the king of the North (Syria)
shall come against him…41 He shall enter the Glorious Land…many countries shall be overthrown…42 The land of
Egypt shall not escape. 43 He shall have power over the treasures of gold and silver, and over all the precious things
of Egypt…45 He (Antichrist) shall plant the tents of his palace between the seas (Mediterranean Sea and Dead Sea)
and the glorious holy mountain (Jerusalem)… (Dan. 11:40-45)

C.        Half of Jerusalem will be taken into captivity or possibly as many as 300,000 Jewish people.

2 For I will gather all the nations to battle against Jerusalem; the city shall be taken…half of the city shall go into captivity,
but the remnant of the people shall not be cut off… (Zech. 14:2)

D.        Isaiah declared 5 "in that day" decrees to be released by prayer (v. 16-17; 18; 19-22; 23; 24-25).

Perseverance: we are encouraged to persevere when we know that victory is certain

Proclamation: we openly declare the truths of Isaiah 19 to the Church and the nations

Intercession: we pray for the release of these five decrees in Egypt and the nations

III.        DECREE #1 (INDIVIDUAL): RELEASE THE FEAR OF GOD AND POWER (ISA. 19:16-17)

A.        Unbelievers in Egypt will be gripped with the fear of the Lord in hearing of God’s power on the Church and His
judgments on the wicked (v. 16). Those who refuse the grace of God will also be terrified hearing the report of the
Antichrist’s reign of terror in Judah (v. 17). Jesus will wave or stretch forth His hand to release power (Acts 2:17-19;
4:29-30; Rev. 11:3-6).

16 In that day Egypt will…be afraid and fear because of the waving of the hand of the LORD of hosts, which He waves
over it. 17 And the land of Judah will be a terror to Egypt; everyone (individual focus) who makes mention of it will be
afraid in himself (individual focus), because of the counsel of the LORD of hosts which He has determined against it.
(Isa. 19:16-17)

B.        We pray, “Lord, wave Your hand of power to wake up Egypt to Your salvation and to release the spirit of the
fear of the Lord. Release Your hand over the house of prayer, apostolic leadership, the prophetic Church and politic
al leaders. Stop ungodly leaders who resist Your purposes”.

IV.        DECREE #2 (REGIONAL): TO RELEASE A SPIRIT OF REVIVAL (ISA. 19:18)

A.        The spirit of revival will rest in an unusual way on five cities in Egypt before Jesus’ Coming to such a degree
that the city (region) will boldly swear to follow Jesus and operate in a forerunner spirit. To speak the “language of
Canaan” means to speak Hebrew.  

18 In that day five cities in the land of Egypt will speak the language of Canaan and swear by the LORD of hosts; one will be
called the City of Destruction (lit. City of the Sun). (Isa. 19:18)

B.        We pray, “Lord, release a spirit of revival in five cities until the city leadership fully honors Your leadership”. Come
in power to awaken five regions with an unusual outpouring of the Spirit”.

V.        DECREE #3 (NATIONAL): PRAYER MINISTRY AND NATIONAL SALVATION (ISA. 19:19-22)

A.        We see four distinct stages of activity related to the End-Time prayer movement in Egypt. Their national
oppression (stage #1) creates the context for a national deliverance (stage #2) which leads to national salvation
(stage #3) which provides the opportunity for national healing (stage #4). Healing includes the land and social
infrastructure destroyed by the Antichrist oppressors.

9 In that day there will be an altar to the LORD in the midst of the land of Egypt, and a pillar to the LORD at its border.
20 It will be for a sign and for a witness to the LORD of hosts in the land of Egypt; for they will cry to the LORD because
of the oppressors, and He will send them a Savior and a Mighty One, and He will deliver them. 21 Then the LORD will
be known to Egypt, and the Egyptians will know the LORD in that day, and will make sacrifice and offering; yes, they will
make a vow to the LORD and perform it. 22 The LORD will strike Egypt, He will strike and heal it; they will return to the
LORD, and He will be entreated by them and heal them. (Isa. 19:19-22)

B.        The Lord will pour out a spirit of grace and prayer on Egypt as in Israel empowering a national prayer movement
that will lead to national salvation (Zech. 12:10). We pray, “Lord, release grace on a national prayer movement to
contend for national deliverance, salvation and healing”.

C.        The timing of the national salvation of Israel, Egypt and the nations is after the Second Coming.
21 The LORD will be known to Egypt, and the Egyptians will know the LORD… (Isa. 19:21)

26 And so all Israel will be saved…He will turn away ungodliness from Jacob… (Rom. 11:26)

11 Yes, all kings shall fall down before Him; all nations shall serve Him. (Ps. 72:11)

15 The nations shall fear the name of the Lord, and all the kings of the earth… (Ps. 102:15)

D.        The witness of the gospel of the Kingdom will occur BEFORE Jesus returns. Every nation must hear the gospel of the
Kingdom before He returns. Some suggest this could happen by 2030.

14 And this gospel of the kingdom will be preached in all the world as a witness to all the nations, and then the end will
come. (Mt. 24:14)

E.        Jesus called us to disciple the nations. This requires more than conducting nationwide evangelic efforts so that
all hear the gospel. A nation is not discipled until every social institution in that nation obeys all that Jesus commanded us
to teach. The Great Commission includes evangelism but much more. The completion of the Great Commission requires
that every social institution in every nation be discipled. This will not fully happen until the end of the Millennial Kingdom.

19 Go…and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy
Spirit, 20 teaching them to observe all things that I have commanded you; and lo, I am with you always, even to the end
of the age. (Mt. 28:19-20)

24 Then comes the end, when He (Jesus) delivers the kingdom to God the Father, when He puts an end to all rule and all
authority…28 Then the Son Himself will also be subject to Him (the Father) who put all things under Him, that God may
be all in all. (1 Cor. 15:24-28)

3 Behold, the tabernacle of God is with men (on earth)…He will dwell with them… (Rev. 21:3)

VI.        DECREE #4 (INTERNATIONAL): TO RELEASE RECONCILIATION (ISA. 19:23)

A.        The sons of Ishmael will be reconciled as Egypt is unified with Assyria (Iraq). First, Arabs with Arabs will come
to unity. A highway will facilitate this relationship with commerce and worship.

23 In that day there will be a highway from Egypt to Assyria, and the Assyrian will come into Egypt and the Egyptian into
Assyria. The Egyptians will serve with the Assyrians. (Isa. 19:23)

B.        The release of this highway of communication will facilitate full international cooperation. A highway will be built
starting in Egypt and going to Assyria (v. 23). This is a literal highway that is emphasized often in End-Time prophecy
(Isa. 11:16; 19:23; 35:8; 49:11; 62:10).

8 A highway shall be there (desert), and a road, and it shall be called the Highway of Holiness. The unclean shall not
pass over it…9 The redeemed shall walk there… (Isa. 35:8-9)

C.        We pray, “Lord, fully reconcile Egypt and Iraq so they fully cooperate in Your purpose. In this work of grace, Arabs
will reconcile with Arabs.

VII.        DECREE #5 (GLOBAL): TO RELEASE SUPERNATURAL UNITY (ISA. 19:24-25)

A.        Arabs will be fully reconciled with Israel resulting in a blessing in the midst of the “land”. The word for land is often
translated “earth” as in the NIV, NAS and RSV.

24 In that day Israel will be one of three with Egypt and Assyria-- a blessing in the midst of the land, 25 whom the LORD
of hosts shall bless, saying, "Blessed is Egypt My people, and Assyria the work of My hands, and Israel My inheritance."
(Isa. 19:24-25)

B.        I believe these three nations provide the initial boundaries of the restored garden of Eden in the Millennium that
will have an open heaven (Isa. 35:1-8; 51:3; Ezek. 34:29; 36:35; 47:6-12).

35 They will say, “This land that was desolate has become like the garden of Eden…” (Ezek. 36:35)

29 I will raise up for them a garden of renown, and they shall no longer… bear the shame of the Gentiles anymore.
(Ezek. 34:29)

C.        This garden will slowly spread through all the nations in the Millennial Kingdom until all nations are filled with the
glory of God. Abraham’s blessing will spread to all the earth (Gen. 12:3).

14 For the earth will be filled with the knowledge of the glory of the LORD… (Hab. 2:14)

D.        God’s glory will be poured out to bless the whole earth resulting in worldwide evangelism.

21 That they all may be one, as You, Father, are in Me, and I in You; that they also may be one in Us, that the world may
believe that You sent Me. 22 The glory which You gave Me I have given them, that they may be one just as We are one.
(Jn. 17:21-22)

E.        Israel’s two longest standing enemies will be fully reconciled to Jesus then to Israel.

15 So as to create in Himself one new man from the two, thus making peace… (Eph. 2:15)

4 The mystery of Christ…6 that the Gentiles should be fellow heirs… (Eph. 3:4-6)

F.        Immediately after Abraham was called by God, he was sent to Israel then Jerusalem (Salem).

8 By faith Abraham obeyed when he was called to go out to the place (Israel then Jerusalem) which he would receive
as an inheritance. And he went out, not knowing where he was going…10 For he waited for the City…whose builder
and maker is God. (Heb. 11:10)

18 Melchizedek king of Salem (Jerusalem) brought out bread and wine…19 and said: "Blessed be Abram of God Most
High, possessor of heaven and earth…" (Gen. 14:18-19)

10 He…showed me the…holy Jerusalem, descending out of heaven from God… (Rev. 21:10)

2 He said, "Take now your son…Isaac…go to the land of Moriah and offer him… (Gen. 22:2)

G.        We pray, “Lord, unify Arab and Jewish believers as a first fruit and cause all to see Your calling on each of these
nations and to serve You together with joy. In contending for this, we contend for the Second Coming and the establishing
of the Garden of Eden to fill the earth with glory.
