The 4-Fold Mandate of the IHOP-KC Missions Base
I. THREE PROPHETIC WORDS THAT ARE FOUNDATIONAL TO IHOP-KC
A. In September 1982, the Lord visited me in Cairo, Egypt and said:
I will change the understanding and expression of Christianity in the earth in one generation.
1. Changing the understanding: speaks of the way unbelievers will perceive the Church. Today, many see the Church
as boring, irrelevant and non-threatening.
11 Great fear came upon…all who heard these things. 12 And through the hands of the apostles many signs and wonders
were done among the people...13 Yet none of the rest dared join them, but the people esteemed them highly.
(Acts 5:11-13)
2. Changing the expression: speaks of the way the Church expresses its life together as a people of prayer walking
out Sermon on the Mount lifestyles in the power of the Spirit.
13 It is written, “My house shall be called a house of prayer"… (Mt. 21:13)
B. I am inviting you to be a part of a work that will touch the ends of the earth. You have only said yes, but have not
yet done it. Many have said yes, but did not do it. The Lord said, “Beware lest your brethren steal these from your heart.”
C. During a solemn assembly (May 7-28, 1983), God spoke 2 prophetic promises to us.
1. He will release many healings: No disease known to man will stand before this people.
2. The Lord said, “I will establish 24-hour prayer in the spirit of the Tabernacle of David.” The Lord promised that
IHOP would grow from 500 to 5,000 over night by the flood of the Spirit. The angel told Bob Jones this would be confirmed
by a sign in “Mississippi.”
4 One thing I have desired of the LORD…that I may dwell in the house of the LORD…to behold the beauty of the LORD,
and to inquire in His temple. (Ps. 27:4)
D. We are a mission organization that reaches out to others from 24/7 worship with intercession. The “Anna calling”
is foundational to our Missions Base (Lk. 2:37-38). Anna prayed night and day with fasting for over sixty years before the
first coming of Jesus. She was the first evangelist in the NT. The Holy Spirit is releasing “Annas” to pray, fast, preach,
and serve before Jesus’ Coming. The “Anna calling” transcends gender and age by including men and women, old and
young, who live as “intercessory missionaries” laboring in the Great Commission.
E. God is restoring the full-time occupation of the worshipper-intercessor. David organized 4,000 musicians and 288
singers (1 Chr. 23:5; 25:7) and financially released them to worship God as their main occupation. Our mandate includes
equipping and sending missionaries as intercessors and forerunner messengers, who prepare the Church, win the lost,
and work for justice.
II. 4-FOLD MANDATE: INTIMACY, INTERCESSION, END-TIME MESSENGERS, JUSTICE
A. Intimacy with God: Intimacy expressed in a 2-fold abandonment. God’s “abandonment” to us is expressed in loving
us as God loves God (Jn. 15:9; 17:23). This is the “ravished heart of God” or the Song of Solomon message (Song 4:9).
9 As the Father loved Me, I also have loved you; abide in My love. (Jn. 15:9)
9 You have ravished My heart, My sister, My spouse… (Song 4:9)
B. Our abandonment to God is expressed in walking out the First Commandment by obeying Him in our inward
thoughts and outward actions by embracing the Sermon on the Mount lifestyle. The First Commandment is more than
connecting to God, but loving Him by loving people.
37 You shall love the Lord…with all your heart…38 This is the first commandment. (Mt. 22:37-38)
27 Whoever does not bear his cross and come after Me cannot be My disciple…33 Whoever of you does not forsake all
that he has cannot be My disciple. (Lk. 14:27, 33)
C. In prayer, we acquire the oil (fuel) that is necessary to walk out the First Commandment (after our prayer times).
We gain the “fuel of intimacy” in times of prayer by connecting and relating to God as a Person. This empowers us to
love God and man. Prayer aligns our heart with the reality that we are living before His eyes, so that we do not burn out.
3 Those who were foolish…took no oil with them, 4 but the wise took oil… (Mt. 25:3-4)
D. The Bridegroom message calls us to experience Jesus’ emotions and commitments to us as our Bridegroom God,
then to respond back in abandonment to Him. It is more than sentimentality. Jesus is a passionate Bridegroom and we are
His cherished Bride. We are not to “sexualize our relationship” with Jesus (see Him as our “boyfriend”).
1. Revelation of God’s tender mercy: He enjoys us even in our weakness. God’s grace gives us confidence that He
enjoys us (after we stumble and repent).
19 He delivered me because He delighted in me…35 Your gentleness made me great. (Ps. 18:19, 35)
2. Revelation of Jesus’ gladness: Jesus had more gladness than any man in history. He is not mostly mad or mostly
sad when He relates to us.
9 Your God, has anointed You with the oil of gladness more than Your companions. (Heb. 1:9)
3. Revelation of Jesus’ affection: God loves us in the way God loves God (Jn. 15:9; 17:23). We’re energized by
experiencing the Father’s tenderness and Jesus’ love as a Bridegroom
4. Revelation of God’s jealous love: He will remove all that hinders love in our life.
14 For the LORD, whose name is Jealous, is a jealous God… (Ex. 34:14)
E. 24/7 Intercession: contending for the breakthrough of the fullness of God’s power to impact the Church and society.
We can change the spiritual atmosphere of cities through 24/7 prayer. This will lead to the release of the fullness of God’s
justice and power to heal the sick, renew the Church, win the lost, transform society, and change the government (stop
abortion, etc.).
7 Now shall not God bring about justice for His elect, who cry to Him day and night…? 8 I tell you that He will bring about
justice for them speedily. (Lk. 18:7-8; NAS)
1. The most effective way to change history is with action based in night and day prayer. Jesus operated in the
principle of intercession at creation (Gen. 1) and will forever govern the universe through intercession (Heb. 7:25). The
governmental center of the universe is in the prayer ministry which includes all the prayers of faith converging before God.
2. The primary principle of intercession is simply to tell God what He tells us to tell Him as the means of releasing His
power. Intercession is God’s simple, yet brilliant strategy for including the saints in ruling with Him in power. Its mystery is
in its “weakness”, simplicity and accessibility to all. It impacts us by drawing us into intimacy with God as it protects us with
humility, transforms us with holiness, anoints us with power, unifies us in community, and releases revelation while it trains
us to rule with His wisdom.
3. The greatest people in history from God’s point of view were people of prayer (Abraham, Moses, Elijah, Daniel,
David, and John the Baptist, etc.).
F. End-Time Messengers: proclaiming the unique information concerning God’s end-time plan to transition the earth
to the age-to-come. God is raising up friends of the Bridegroom forerunners.
3 Prepare the way of the LORD; make straight in the desert a highway for God…5 The glory of the LORD shall be
revealed, and all flesh (globally) shall see it together… (Isa. 40:3-5)
29 The friend of the Bridegroom, who stands and hears Him… (Jn. 3:29)
G. Doing justice: this includes compassion to the needy (evangelizing the lost, helping the orphan, widow, and poor),
with manifestations of God’s power (healing the sick), transformation of culture (government, marketplace, education,
media, etc.) and restoration of the Church. We are called to extravagant giving by living simply to give more to the
harvest and the poor.
8 He has shown you, O man, what is good; and what does the LORD require of you but to do justly, to love mercy, and to
walk humbly with your God? (Micah 6:8)
H. SUMMARY: IHOP-KC is a “spiritual greenhouse” in which tender plants can grow quickly. We value sitting long
hours before God to get oil to grow in intimacy, intercession, and revelation as the way to be most effective in ministering
God’s justice. 24/7 intercession is sustainable only if it is enjoyable (intimacy) and has a sense of urgency (insight into
the End Times)
I. The forerunner ministry includes: intimacy, intercession, the End-Time message and justice.
III. FAITH, HOPE AND LOVE
13 Now abide faith, hope, love, these three; but the greatest of these is love. (1 Cor. 13:13)
A. LOVE: Intimacy with God and justice towards people: energized by encountering God's heart to live a lifestyle of
love, purity and meekness that is intensified by the fasted lifestyle (Mt. 5-7).
21 He who has My commandments and keeps them, it is he who loves Me. (Jn. 14:21)
B. FAITH: Intercession to release God’s power: confidence to sustain 24/7 intercession for the fullness of the power and
blessing of the Spirit individually and corporately. We seek for a breakthrough in God’s fullness while being diligent in the
days of smallness to work for justice (by serving the poor, prophesying, healing the sick, winning the lost, and
transforming society).
C. HOPE: Messengers with urgency because of the End-Times with insight into eternity. Hope is being in agreement
with God’s future plans and having the assurance of victory.
IV. SUMMARIZING THE IHOP-KC MANDATE (ISA. 62-63)
A. Intimacy, intercession, the forerunner messenger and justice are a specific order in Isa. 62-63.
B. God will change the understanding and expression of Christianity (Isa. 62:1).
1 For Zion's sake I will not hold My peace, and for Jerusalem's sake I will not rest, until her righteousness goes forth as
brightness, and her salvation as a lamp that burns. (Is. 62:1)
35 He (John the Baptist) was the burning and shining lamp. (Jn. 5:35)
C. Intimacy with God (Isa. 62:2-5): we encounter Jesus as the Bridegroom God.
4 You shall be called Hephzibah…for the LORD delights in you…5 For as the bridegroom rejoices over the bride, so
shall your God rejoice over you. (Isa. 62:4-5)
D. Intercession for power (Isa. 62:6-9): we encounter Jesus as King who has all power.
6 I have set watchmen on your walls…they shall never hold their peace day or night. You who make mention of the
LORD, do not keep silent, 7 and give Him no rest till He establishes and till He makes Jerusalem a praise in the earth.
(Isa. 62:6-7)
E. Forerunner Messengers (Isa. 62:10-12): we prepare the people to receive Jesus as the righteous Judge with emphasis
on His end-time judgments that establish justice in the nations (Isa. 63:1-4).
10 Prepare the way for the people; Build up…the highway…say to the daughter of Zion, 'Surely your salvation is coming…
' 63:1 Who is this Who comes from Edom…traveling in the greatness of His strength?... 2 Why is Your apparel red, and
Your garments like one who treads in the winepress? 3 "…I have trodden them in My anger, and trampled them in My
fury; their blood is sprinkled upon My garments, and I have stained all My robes. 4 For the day of vengeance is in My
heart, and the year of My redeemed has come. (Isa. 62:10-63:4)
